PPMI completed the study "Key Indicators for Research and Innovation"

In August 2021, PPMI completed the study ’Key Indicators for Research and Innovation’ which was conducted in partnership with Science-Metrix (Canada). The study was commissioned by the Directorate-General for Research and Innovation (DG RTD) of the European Commission. 

The aim of ’Key Indicators for Research and Innovation’ study was to collect and analyse the data related to various aspects and stages related to the research and innovation processes. This includes data on patents, trademarks, women participation in research and private sector innovation. 

In this broader study PPMI was responsible for the experimental work-package to develop Big-Data approaches to identify innovative enterprises based on the content of their websites. Currently innovative enterprises are identified using company-surveys ’ a method which is expensive and takes a long-time to produce results. In this study PPMI developed a method to effectively collect data from the company websites, which included developing various associated capabilities, e.g. to automatically translate large quantities of text in various EU languages. In addition, PPMI also developed an analytical framework utilizing machine-learning (ML) and natural-language-processing (NLP) to identify content in company websites related to the various aspects of company innovation activities: new product launches, cooperation with research institutions and receiving funding.

The work carried out by PPMI in this experimental work package demonstrated that it is possible to develop Big Data based approaches and tools to provide various policy-relevant indicators related to company innovation. The study also recommended to continue developing these approaches to ’mature’ them further.
