His main field of expertise is the digitalisation of public administration, industries and labour markets. He has a strong track record of working with and leading multinational teams of experts. He has worked for a variety of national and international clients at various levels of government: municipal authorities, national ministries, the European Commission and EU agencies. Egidijus conducts training on public policy analysis, and is a lecturer at Vilnius University and author of numerous publications.

She holds a Bachelor’s degree in Political Science and International Relations from Vilnius University, and a Master’s degree in International Public Policy, acquired at Erasmus University Rotterdam in the Netherlands. At PPMI, Vaida has been involved in numerous research projects for the European Commission and EU decentralised agencies, carrying out research and managerial roles. Her main fields of interest include survey research, welfare and social policies, the labour market and employment, as well as digitalisation and digital platforms. Vaida is continuously upgrading her research and managerial skills through her participation in training and summer schools, as well as self-study. In addition to this, she has gained valuable teaching experience at Vilnius University.

info@ppmi.ltLoes has worked at PPMI since 2017, predominantly in the field of education and inclusion, but her past projects have also covered policy areas such as law/human rights, employment and migration. Her clients include EU agencies, as well as of the agencies UNsuch as UNICEF, UNESCO, the UNDP and the ILO. In her work, she has led research teams and data collection efforts in various countries across Africa and Asia, including interviews, surveys and focus groups. In addition, Loes has experience in developing ethical research protocols for the safe involvement in research activities of vulnerable populations (e.g. children).

At PPMI, she has overseen a number of large-scale surveys, cost-benefit analyses, evaluations, impact assessments and a randomised control trial. Luka translates difficult concepts into easy-to-understand messages with the help of data visualisation tools. During her career, she has collaborated with the European Commission, the UN, the World Bank and the Migration Observatory at the University of Oxford.

He mainly focuses on science, technology, innovation and higher education policy. At PPMI, Mantas designs and leads international, multi-methods research and consulting assignments that help the European Commission and national governments to develop better policies and improve their implementation. Since the very beginning of his career, Mantas has also been heavily involved in designing and implementing performance monitoring systems, developing measurable and actionable indicators, and tracking progress towards achievements.
