Development of tools for mainstreaming gender: preparatory work on gender-responsive evaluation

The objective of this study was to carry out preparatory work on gender-responsive evaluation to support EIGE in the conceptualisation of upcoming work on more effective and sustainable implementation of gender-responsive evaluation as a tool for gender mainstreaming in the EU. More specifically, our team produced three analytical reports expanding the knowledge on the following key topics:

  • The EU evaluation framework and the opportunities it provides for a more systematic application of gender-responsive evaluation in the EU;
  • The state of play of gender-responsive evaluation in the EU and its Member States, including the state of institutionalisation, existing approaches, key actors and examples;
  • Approaches, practices and recommendations to consider environmental and climate action aspects in gender-responsive evaluations.

In addition, PPMI prepared two knowledge-based awareness-raising products:

  • Updated brief on gender-responsive evaluation for EIGE’s gender mainstreaming platform; and
  • Executive summary of the study.

The study relied on desk research and stakeholder consultation, consisting of an interview programme and gathering additional feedback in written form. A mapping exercise was conducted to identify relevant examples of gender-responsive evaluations at the EU and Member State levels. The interview programme was conducted to support the analysis of the state of play of gender-responsive evaluation at the EU and Member States levels. A total of 30 stakeholders were interviewed, including 29 at Member State level and one stakeholder at EU level. Finally, 14 stakeholders at international, European and Member State levels were consulted to complement the findings of the desk research regarding the approaches and practices considering the effects of environmental and climate action in gender-responsive evaluations.
