The purpose of the study was to present the specific cases of the European Social Fund (ESF) support in the beneficiary countries of ESF thematic objective 11 and to show the role of ESF financial support to public administration for the purposes of accountability and learning.
The study drew on a ‘storytelling’ approach rather than schematic assessment of ESF support. The PPMI team produced 30 case studies and factsheets, a summary report, organised the final seminar of the PAPA project in Brussels, as well as published the factsheets in the form of four-pagers (in both English and relevant national languages). These outputs illustrate the ESF’s contribution to public administration reforms and institutional capacity building in the participating EU Member States in the context of the European Semester and national reform agendas.
